Before leaving, he told me that it was very probable that he would never be able to reside in Hongkong again throughout the year and offered to resign his appointment, if I thought it desirable. I asked him not to do so as I attach the greatest
value to his advice and should much prefer to have him in the
Council when he is in the Colony. Much will depend on the
effect on his health of his present holiday but, in any case,
he has placed himself entirely in my hands and will resign
whenever I ask him to do so.
The instrument issued to Mr. Pollock stated that he was appointed "to be en Unofficial Member of the Executive Council in this Colony for a period of five years" and it was explained to him at the time that it was intended that future appointments should be for a period of five years only.
3. In these circumstances it is clearly not necessary
that the new Royal Instructions should deal with the cases of existing members and I should prefer that they did not do so.
